Nuclear Regulatory Commission Leads Agencies in Knowledge Management & Leadership

According to the 2012 Federal Employee Viewpoint Survey, the Nuclear Regulatory Commission (NRC) had the highest rating among federal agencies in the leadership and knowledge-management categories.

Using Human Capital Assessment and Accountability Framework (HCAAF) guidelines, the NRC posted a cumulative score of 74, one point better than the National Aeronautics and Space Administration (NASA) and two points better than the Federal Trade Commission.

HCAAF establishes and defines five human capital systems that together provide a single, consistent definition of human capital management for the federal government. The HCAAF indices provide consistent metrics for measuring progress toward HCAAF objectives.

Other agencies with high scores in the same category were the National Credit Union Administration and the Federal Energy Regulatory Commission, both with 74s. At the other end of the scale was the Broadcasting Board of Governors with a score of 48 percent positive.

The Small Business Administration and Department of Transportation had the largest increases in Leadership & Knowledge Management since 2006, both increasing nine percentage points. The Railroad Retirement Board and the National Credit Union Administration each had seven percentage-point increases.
